There are many reasons to the fall of Rome one of them is urban decay, urban decay is the process whereby a previously functioning city, or part of a city, falls into disrepair and decrepitude (means a state of deterioration due to old age or long use). It was a problem in Rome because, apartment buildings were hot, dirty, crowded, and dangerous, and anyone who could not pay the rent was forced to move out and live on the crime-infested streets. More and more people were thrown out into the streets and less and less people could afford to replace them in their old homes. Empty building began to crumble due to lack of maintenance. The emperors only cared for themselves so the buildings got worse and worse when a fire started there was no way to put it out many would sit for months till finally cleaned up, some never were. These gangs would fight among themselves and perform illegal activity, raising the crime rate substantially.The streets of Rome became a dangerous place, covered in waste and bodies.

Today we have the same problems as Rome, Over The Rhine is a form of urban decay (but it is getting better).Urban decay is often followed by crime for example 81% of weapon arrests are made in cities, and crime has gone down in OTR in the past years, urban decay can be caused by riots or can cause riots (OTR), to counter urban decay we raised taxes with those taxes we mads public works and projects are a good way to bring in people but billions of dollars are wasted and projects that don't work. The city also made ways for people to get away from the neighborhoods and go see a game or to the freedom center. All people need a space to come together.
